International Child Abduction

In this section we will attempt to keep you up to date on all new legislation being considered by the U. S. House of Representatives and the U. S. Senate (As well as selected State laws) that deal with missing and abducted children. Keep in mind that not all legislation becomes law. There are many good bills introduced in Congress dealing with missing and abducted children that never became law. If and when any of these bills become law, we will move them to our section on Legislation.


The Family Abduction Prevention Act of 2004: March 11, 2004. U.S. Senator Russ Feingold today joined a bipartisan group of his Senate colleagues in introducing the Family Abduction Act. As nearly 70 percent of law enforcement agencies lack a written policy on how to respond to a family abduction, the bill would provide financial assistance to agencies to investigate possible abductions and to provide training for agencies in how best to respond to family abductions. The Family Abduction Act would also provide assistance to public schools to help with costs associated with flagging school records.

To authorize the Attorney General to make grants to improve the ability of State and local governments to prevent the abduction of children by family members, and for other purposes. Bring Our Children Home Act: S. 2202. To amend title 28, United States Code, to give district courts of the United States jurisdiction over competing State custody determinations, and for other purposes. Nebraska Missing Person Clearinghouse: LB 203, A BILL FOR AN AC relating to the Nebraska State Patrol; to amend sections 29-213 and 29-214, Reissue Revised Statutes of Nebraska; to establish the Missing Persons Information Clearinghouse; to provide powers and duties for the patrol and local law enforcement agencies; to harmonize provisions; and

Carlies Law: The legislation strengthens the federal parole system by increasing penalties for repeat offenders. There are also provisions for notification of non-custodial parents when there is criminal activity in the child's home. Click here for status of House Bill 4150.
