In this section we will be linking to information about each of the countries that has not signed the Hague Convention on the Civil Aspects of International Child Abduction. In this chapter, you will find a listing of lawyers who have been recommended to us as being knowledgeable of the Hague Treaty and who have litigated under the Treaty. Also we link to organizations that may help you better understand the legal systems and what is available to parents of missing and abducted children.
 
LEGAL, EUROPEAN LAW AND LEGISLATION
 
LEGISLATION
Laws that have been passed by the United States Congress that have a direct bearing on child abduction. Presidential orders, pending legislation and Congressional resolutions are listed.
 
LEGISLATION PENDING, But not quite there yet.
In this section we will attempt to keep you up to date on all new legislation being considered by the U. S. House of Representatives and the U. S. Senate (As well as selected State laws) that deal with missing and abducted children. Keep in mind that not all legislation becomes law. There are many good bills introduced in Congress dealing with missing and abducted children that never became law. If and when any of these bills become law, we will move them to our section on Legislation.
 
 
MANUALS AND GUIDES
Over the last several years, many organizations and government agencies have developed manuals and guides that deal with missing and abducted children. As we find them we will list them here. We hope that the information will be helpful in the recovery and return of all the missing and abducted children.
 
MISSING ADULTS
When a person is 18 or older, and goes missing, parents and relatives will find that there are very few organizations or agencies that will help. Most of the time they are told "they are adults and may want to be missing, there is nothing we can do" this attitude is frustrating and wrong. We hope that the information contained in this section will help in some way to assist in the location and return of your loved ones.
 
MISSING CHILDREN
We have identified those non-profit child find organizations that have, in our opinion, the best listings of missing and abducted children. By linking you directly to these sites, it is our hope that you will download these pictures for distribution throughout your neighborhoods. You will also be able to print out reductions of our large posters for distribution.
 
NCIC:
A missing person record may be entered into NCIC using one of the following categories.
 
PARENT ALIENATION SYNDROME
Many parents who abduct their children will try to alienate the left behind parent through a systematic "brain washing" of the children. The abducting parent turns the children against the left behind parent. This "brain washing" makes it harder for the children and the left behind parent to get back together after the children have been recovered.
 
PARENTS' PERSONAL SITES
This chapter will link you to many of the sites that parents have developed to honor their missing and abducted children, and will offer information and pictures that may help in the locating and recovery of their chldren. These are very personal sites and we list them on our site as our way of assisting these parents. Please feel free to download pictures and distribute them thoughout your neighborhoods.
 
REPORTS AND OTHER GOOD THINGS TO READ
Papers and reports of interest to all who deal with missing and abducted children. If it is of interest, you will find it here. We welcome anyone to submit his or her writings for inclusion in this section. Education and knowledge are two steps in solving the problem of child abduction.

STATISTICS
Who's missing? Who's been abducted? How do we know who will abduct? What do we know about abductors? How are missing and abducted children identified, and who is privy to this information? UNITED NATIONS CONVENTION ON THE RIGHTS OF THE CHILD
Copy of the Convention as well as support information about the Convention. The United States is the only major power not to have signed the UN Convention and one of only two countries in the world not to have signed the Convention.
 
UNITED STATES MISSING CHILDREN CLEARINGHOUSES
Each state has assigned a "State Clearinghouse" that deals with missing and exploited children. Each of the clearinghouses has established programs and developed resources that may be able to assist a parent when their child(ren) go missing. Programs vary from State to State depending on resources available.
 
UNITED STATES NON-PROFIT MISSING CHILDREN ORGANIZATIONS
Almost all the organizations listed here have web sites that introduce themselves and list the resources they have available to assist you in the recovery of your child(ren). You should get to know each organization and then determine who can help you in your search or recovery.
 
UNITED STATES DEPARTMENT OF JUSTICE
Almost all departments within the Department of Justice are involved with missing and abducted children; The FBI, Office of International Affairs, Interpol, Voice of America and the U.S. Marshals Service. The Office of Juvenile Justice and Delinquency Prevention (OJJDO) oversees all of the money allocated by Congress for missing and abducted children.
 
UNITED STATES DEPARTMENT OF STATE
The Central Authority of the Hague Convention on the Civil Aspects of International Child Abduction, is the Office of Children's Issues, in the Bureau of Counselor Affairs, in the U.S. Department of State. Under contract, The National Center for Missing and Exploited Children handles "incoming" cases of child abduction (children abducted into the US) while the Office of Children's Issues handles "outgoing" cases (children abducted out of the US). HOWEVER, the ultimate authority remains with the Department of State.
